But other members of the U.S. Agency for International Development - USAID - team continue to stand by in Bangkok as they have since shortly after the May 3 storm. Officials here say Burmese authorities granted a visa to USAID disaster expert William Berger for a two-day government-conducted tour Thursday and Friday of the country's hard-hit Irrawaddy Delta region. However, they caution that the move does not appear to indicate that the military government is prepared to admit the several other members of Berger's disaster assessment team who have been waiting to enter for more than two weeks. The Bush administration has pressed Burma to admit the USAID team for a first-hand appraisal of needs and logistics in the cyclone-ravaged area, and says that without a report from the experts it cannot make an informed decision on further U.S. contributions. At a press briefing, State Department Deputy Spokesman Tom Casey said Berger was chosen to be the U.S. representative on the tour, instead of a member of the American embassy staff in Rangoon, because of his expertise: The rest of the team hasn't been given visas and he's not been given permission to conduct his own assessment or the kind of things he'd do as team leader," he said. "He's just the person that will be representing the U.S. government on this tour for foreign governments that the regime is sponsoring." We thought it was important though to have him be the representative rather than someone else from the [U.S.] mission simply because it will at least give someone with real expertise at least some kind of overview of some of the area and what's going on," he added. Under normal circumstances, a U.S. assessment team precedes large-scale American aid in a disaster zone, coordinating deliveries and assuring that items provided actually reach those in need. Despite the lack of direct access, and press reports of some diversion of supplies, the ed States is continuing an airlift of basic relief items to Rangoon. Spokesman Casey said U.S. Air Force C-130 cargo planes made five flights Thursday carrying bottled water, plastic sheeting, mosquito netting and other items. He said in three of the flights, the supplies were handed over directly to non-governmental groups - the preferred procedure in the absence of U.S. personnel on the ground. Casey said the U.S. charge d'affaires in Rangoon, Shari Villarosa, will be the U.S. representative Sunday at the donors conference there organized by the ed Nations and ASEAN to be attended by U.N. US Lawmakers Step Up Pressure on Iraq to Pay Some War Costs美议员起草法案要伊承担更多战费 A group of Democratic and Republican senators have begun drafting legislation that would require Iraq to fund more of the war costs that Americans are now paying. Three members of the Senate Armed Services Committee told a news conference Thursday that Iraq should begin paying some of the costs of the war and reconstruction of the country. They note that Iraq has a budget surplus as a result of the rising price of its oil exports, while the ed States is grappling with budget deficits and other economic problems. It is time now for Iraq to assume responsibility for its future with its own investments. Real investment in its own infrastructure and national security. The American public is growing weary of financing every aspect of Iraq's future, from combat operations to electricity grids and highways," said Senator Ben Nelson, a Nebraska Democrat. The blank check written by the American taxpayers to the government of Iraq must stop," said Senator Evan Bayh, an Indiana Democrat. The senators are considering attaching the legislation to a war-funding bill expected to be debated by Congress in the coming weeks. The bill calls for more than 0 billion for the wars in Iraq and Afghanistan. Senator Susan Collins, a Maine Republican, says she and the other senators are working with the Defense and State Departments to identify costs that could be paid by the Iraqis. "I do not believe that it is unfair in any way to ask the Iraqi people to begin shouldering more of the costs of rebuilding their own country." The lawmakers suggested the cost of some of the weapons, the training of Iraqi troops, and the salaries of security forces known as Sons of Iraq, could be among those paid by Iraqis, either directly or through loans. At a Senate hearing Wednesday, White House Budget Director Jim Nussle said the Bush administration would be open to considering having Iraqis pay more of the war costs. 200804/35759

Pakistan's two main opposition parties appear to have won big gains in parliamentary elections and are pledging to form a coalition government. Before officials announced a final vote tally, opposition leaders are discussing uniting against President Pervez Musharraf. The two opposition parties led by former prime minister Nawaz Sharif and Asif Ali Zardari, the husband of Benazir Bhutto, have been rivals in the past, but both men indicated they want to work together in the new parliament. Zardari told reporters in Islamabad that the parties plan to restore parliament powers that had been weakened under President Musharraf. Mr. Nawaz Sharif is also going to be with us in the parliament," he said. "We intend to take him and we intend to take power from every source and bring it back to the parliament." He vowed the coalition would not include lawmakers with President Musharraf's Pakistan Muslim League party. Earlier, Sharif said he hopes parties will support a political platform that includes reinstating the Supreme Court justices that Mr. Musharraf deposed in November. To accomplish this democratic agenda I think all of us must unite under one platform," he said. He said those judges will then decide if Mr. Musharraf broke any laws when he ran for re-election as president and later declared emergency rule. But it is unclear if other opposition parties will support reinstating the judges. Zardari and Sharif are expected to meet Thursday in Islamabad to discuss their parties' plans. Earlier, the leader of President Musharraf's Pakistan Muslim league conceded defeat, well before the announcement of official results. Chaudhry Shujat Hussain spoke to reporters after learning he had lost his bid to represent his family's political stronghold in Gujarat. He says he accepts the results because it is the decision of the people and he says the decision of the people is always right. He says his party is y to accept its role as the new opposition. Diplomatic efforts are continuing in an effort to secure a cease-fire in Georgia and the withdrawal of Russian troops from the former Soviet Republic. Analysts say relations between the ed States and Russia have deteriorated over the last few years. Some of the reasons included Moscow's more assertive foreign policy, its opposition to U.S. efforts to place a missile defense shield in Eastern Europe and its strong objection to Washington's support of Ukraine and Georgia to become members of the North Atlantic Treaty Organization - or NATO. But experts say Moscow's recent massive military response in Georgia to Tbilisi's abortive attempt to take control of the capital of the breakaway region of South Ossetia, has cast an even greater shadow on U.S. - Russian relations. It probably makes them as serious and as bad as they've been since the Cold War ended, since the early [Mikhail] Gorbachev days," said Marshall Goldman with Harvard University. U.S. Defense Secretary Robert Gates said if Russia does not step back from its aggressive posture and actions in Georgia, the U.S. - Russian relationship could be adversely affected for years to come. Bob Legvold from Columbia University, says over the years, the ed States has tried to engage Russia constructively in such areas as nuclear weapons control, climate change and fighting global terrorism. Now that kind of engagement, that kind of strategic dialogue becomes far more difficult, because political sentiment in the ed States and in Europe has again seen Russia as a fundamental problem, even potentially a threat and an adversary and needs to be treated as such," he said. During a White House appearance Friday, President George Bush warned Russia that bullying and intimidation are not acceptable ways to conduct foreign policy in the 21st century. He also said he hopes Russia's leaders realize a future of cooperation and peace would benefit all parties. A contentious relationship with Russia is not in America's interest," said President Bush. "And a contentious relationship with America is not in Russia's interest." Ronald Suny from the University of Chicago, says in the final analysis, cooperation between Washington and Moscow is vital to peace and stability in the international arena. We need Russia in a number of different areas: in Balkan policy, in our relations with Iran and trying to prevent the development of nuclear power in Iran," he said. "So we don't want to jeopardize that relationship. And yet by encouraging Georgia, particularly by promoting Georgia's entry into NATO, we have seriously antagonized the Russians - and now we don't have that many cards to play. Basically, the ball is in Russia's court." Analysts agree that the most pressing problem now is to enforce a ceasfire and bring about the withdrawal of Russian troops from Georgia. Only then could serious discussions about the status of breakaway regions in Georgia be addressed. 200808/46145

  S. Africa's Zuma Fails to Confirm Party Candidate for President非国大主席似为副手出任总统铺垫 Despite promising to do so, African National Congress president Jacob Zuma has failed to name the party candidate to replace President Thabo Mbeki. Zuma appeared to anoint his deputy for the job. Jacob Zuma failed in his first address since forcing the ouster of Thabo Mbeki, to categorically answer the question of who his party will nominate to become president of the country. All Zuma was willing to do, was hint that the party's deputy, Kgalema Motlanthe, might be a good choice. But I went further to say, we do not run short of comrades to undertake that task," Zuma said. "We have got experienced ministers who are there, including the deputy president of the ANC who is part of the cabinet, who if given that task, will equal it." Zuma urged South Africans not to be apprehensive, but did not offer them the certainty they hoped for in the wake of Mr. Mbeki's resignation. Motlanthe, who is believed to have been born in 1949, came to the ANC through the Black Consciousness Movement of slain activist Steve Biko. He was jailed by the apartheid government for his political activities for about 10 years. While in jail he forged relationships with several ANC leaders, paving the way for his future in the organization. After his release from prison he joined the trade-union movement, and became secretary general of the National Union of Mineworkers. In 1997 he was elected secretary general of the ANC, and last year became the party's deputy president. He is among those leaders of the ANC who believe Zuma was unfairly targeted by the prosecuting authority and is a strong supporter of the ANC president. Even so, he enjoys broad support across most factions in the ANC because of his calm approach to party disagreements and is considered a peacemaker. Parliament is expected to meet Thursday to elect a new president who will remain in office until scheduled general elections around April of next year. The ANC is likely to win that election, although experts say with a reduced majority, at which time Jacob Zuma is likely to become president of South Africa. 200809/49971

Marilyn Monroe wasn't the only woman to fall for his charms. Hundreds of letters written by Albert Einstein to his second wife and step-daughter show the scientific genius to have been a king of lothario who liked to talk about his success with women. The letters were released on the instructions of his step-daughter Margot 20 years after her death. Alex Thomson has this. When not grappling with relativity, Albert Einstein was grappling with other people's relatives, getting to grips with no fewer than ten mistresses at various times in his two married lives. Israel's Hebrew University has had a vast batch of Einstein letters, but could only now release them under the terms of his step-daughter's will. This material consists of two batches of letters. One, er, 200 about 260 letters, most of whom were written to Elsa while he was away from home and the others are letters from his children Hans Albert and Eduard and from his first wife Mileva, particularly after their separation. The letters, more than 1300, largely cover a period when Einstein lectured across Europe and the US, where he died in 1955 aged 76. And in them, he openly discusses various affairs with his second wife and cousin Elsa and Margot, his step daughter, often giving the impression that these women's affections were unasked for and unwanted and referring to them by a letter, rather than a name. She followed me to, to England and ah, I didn't really want to this I didn't really want to, want her to follow me. I was, I would tell her that she should disappear next time I see her. In the same letter, he explaines to Margot that it is not Mrs. M, it is Mrs. L who is the only one I care for. At that time it was really Mrs. L who, who had a certain place in Einstein's life. And it's pretty clear the man himself would not have wanted all this disclosed to the public gaze. Einstein was a person who did not like the limelight. He did not like to, expose his private life to the public. His secretary and the, and the other trustee of the estate, en, first kept a lot of letters, um, hidden from public and wanted to be published only letters of scientific content. Only step by step, other letters from Einstein's estate became part of Einstein's archives. It is also apparent there will not be another such disclosure of private correspondence. In summary, this is a very, ah, rich body of material that I believe will motivate biographers of Einstein, maybe to write new biographies with modified emphasis in different chapters and aspects of his life. And finally, er, the other thing about this event is that this is the last time that such a large comprehensive body of material comes to light. So now at last we begin to see what Einstein was really driving at with his famous theory. ''E equals MC squared'' was in fact designed to mean "Er indoors equals multiple conquests squared". The equation men have been balancing or not down the centuries. Alex Thomson. We're back tomorrow noon again at 7 till then from Chrisnan and from me. That's Channel 4 News.
