The day the power went off in Delhi and northern India, I was at home in Bangalore, a city that fortunately escaped the blackout. It brought back memories of my student days in Kolkata, a city then (in the 1980s) notorious for its power cuts. Eight or 10 hours without electricity were de rigueur. The fan would stop working at night: at 38C and 90 per cent humidity, this meant no sleep until the power came back. We would gather outside, talking in groups, varying our routine by walking to the highway that ran alongside our campus, where dhabas served tea (and stronger stuff) all night. 高速公路边的Dhaba(印度公路旁边的餐馆——译者注)通宵供应茶水(以及一些更带劲儿的饮品)。 Even now, many villages have electricity for only four to six hours a day and some still have no power at all. As a student, I awoke when the fan went off. On the other hand, peasants wake themselves up when the lights come back, to use the tubewells that irrigate their fields. Indians have long been used to erratic power supply; yet the recent outages were special, spectacular in their scale and impact. Twenty one out of 28 states were without power for long stretches. Some 600m Indians were affected. It is not yet clear what caused the collapse. With the monsoon having failed, it is far hotter and drier than is usual at this time of year, driving the rich to use more air conditioning and peasants to rely more heavily on their tubewells. In the rush to satisfy their citizens, individual states drew more than their share from the National Grid. As The Hindu newspaper reported, Uttar Pradesh, Punjab, Rajasthan, Haryana and Uttarakhand all ;ignored strong warnings from the#8201;.#8201;.#8201;. Central Electricity Regulatory Commission to maintain grid discipline and stop over-drawal;. Behind this short-term political desperation lies a longer-term institutional decline. Back in the 1990s, the distinguished energy scientist A.K.N. Reddy outlined a strategy to overcome India#39;s energy crisis. This focused on reducing theft and distribution losses (estimated at 30-40 per cent of total consumption), upgrading transmission and end-use technologies and running state electricity boards professionally. The suggestions were disregarded. Antiquated technologies were not replaced. Political interference and corruption continued. 上世纪90年代,杰出的能源科学家A#8226;K#8226;N#8226;雷迪(A.K.N. On the same day as the power outage in the north, some bogies in a train in south India caught fire. Forty passengers perished. Although less widely reported in the western media, this accident was likewise symptomatic of the failure of state-run institutions that are crucial to social wellbeing. Hundreds of millions of Indians use the railways every year. They are indispensable to work and family life, carrying migrants back to their homes and to their first jobs. Between April 2010 and March 2012, the Indian railway system suffered 218 accidents, in which some 500 people died. Successive railway ministers have disregarded safety and technological modernisation in favour of running more lines to their own states and constituencies. As with railways and electricity boards, so also with public health and education departments. Indeed, the degradation of state institutions is perhaps the most serious threat to the vitality of Indian democracy and to the long-term success of India#39;s ;growth story;. Four years ago, I wrote an essay for Outlook magazine, mocking the claim – then commonly made by the country#39;s political, business and media elite – that India could or would become a superpower. I argued that despite electoral democracy and high growth rates, there remained pervasive faultlines. These included religious and caste chauvinisms, rising social inequalities, corruption and environmental degradation. I was not optimistic that these faultlines would be easily corrected, given the ;decline in the quality and capability of our politicians and public officials; and ;the apathy and corruption of the state;. I further argued that: ;in the short term, at any rate, the Indian political class can only get more corrupt, and the Indian state more inefficient. In the current, fragmented, political scenario, short-term rent-seeking will take precedence over long-term policy formulation. This shall be true of governments in the states, as well as at the centre;. Far from becoming a superpower, I concluded, India would muddle along in the middle – as it always had. At the time, I was derided as a party-pooper and professional sceptic. I was accused of lacking patriotism and even of being a ;western stool pigeon;. So far as I can tell, the short-term is still with us. How else to explain the fact that on the very day the lights went off in 21 states, the power minister, Sushil Kumar Shinde, was promoted to the post of home minister? His tenure in his previous position was undistinguished. However, he is a long-term loyalist (not to say acolyte) of the Congress party#39;s president, Sonia Gandhi. Besides, he hails from Maharashtra, where a state election is due in a few months. I need only add that, in these respects, the Congress is not exceptional. In Indian politics and public administration, personal loyalty and the appeasement of special interests take precedence over professional competence and the public good. /201208/194026

Two men have been banned for life from an all-you-can-eat restaurant after their appetites left the manager fearing for the future of his business. George Dalmon, a former rugby player, and his friend Andy Miles were banned from all-you-can-eat restaurant, Gobi, In Brighton, after the manager branded them ;a couple of pigs;. The men would each eat five bowls of stir-fry during their regular meals at the Mongolian barbecue, which invites guests to create their own dishes from the buffet. Diners are told they can request meals ;as many times as you wish; for #163;12. The manager, who did not want to be named, said the two friends were eating him out of business. He said: ;Basically they just come in and pig out. We have put up with them for two years but I#39;ve had enough. 我们已经忍了他们两年了,我已经忍够了!”;They are in such a hurry to beat everyone to the food they spoil everything. We are supposed to be a buffet but they eat everything out of the bowls before people can get there. We just can#39;t keep doing this.;“他们取食物特别快,别的客人都还没机会看一眼,他们就风卷残云般吃掉所有食物。 He said diners drank only water and never paid the optional service charge. He added: ;We are not a charity, we#39;re a business. It#39;s our restaurant and we can tell people not to come back if we don#39;t want them to.;经理表示餐厅的客人只饮用水,也不会付任何其他务费用。 But Mr Dalmon, 26, said the restaurant should honour its promotion. He said: ;They#39;ve only got small bowls and you can#39;t get enough in there so we always go back for more. ;We#39;ve been eating there for a couple of years then suddenly the owner came to our table in front of all the customers and went absolutely mental. He said we were a couple of pigs and we were banned for life. /201210/202779

Jonathan Mann and Ivory King put a quirky spin on their breakup by telling friends in a song. After 5 years, the talented pair split after disagreeing on whether to have kids. When a musically-inclined Brooklyn couple decided to call it quits, they created a breakup to share the news with friends. Posted online late Wednesday, it’s a soon-to-be-viral YouTube hit. But for 30-year-old Jonathan Mann, it was simply a bittersweet ending to a five-year relationship. “I want kids and she doesn’t,” Mann told the Daily News. The lyrics of “We’ve Got To Break Up” reflect the couple’s baby-centric downfall and reassure friends they won’t have to pick sides. Mann says he and his ex-girlfriend, 31-year-old Ivory King, thought the music would be the easiest way to break the news. “I didn’t want to make a post on Facebook and have that be it,” he said. “And I didn’t want to have to explain it over and over to people, because that can be really painful. “And I hoped it would feel cathartic to make this together, as sort of our final act,” he added. It didn’t quite work that way. “When it comes down to it, there’s no way to feel anything but sad in a situation like ours,” Mann said. Heartbreak aside, he’s been pleased by his friends’ reactions. “We’ve been together for so long that we have so many mutual friends, and it was a big thing to sort of split that up,” Mann said. “But people are being super supportive.” /201212/213416

Hairstyle fans know the fringe frames the face, but a new trend is allowing young women to wear their hearts in their bangs instead. The fad has kicked off in South Korea, with young women and girls styling their fringe turning inwards to form upside down heart shapes. Called hateu aapmuhri - literally #39;heart-bangs hair#39; - it#39;s thought to have been an influence on Kendall Jenner. (Kendall Jenner)。The celebrity shared an image on Instagram of her tumbling locks styled into hearts which broke last month#39;s record with 2.9 million likes. But young Korean girls have taken the trend to new levels, according to Kotaku, styling their fringes and sharing pictures online. Apparently it#39;s not an #39;everyday#39; style, more a viral attempt to have some fun with curling tongs, but these women look great with their fringes styled. And thanks to the flurry of interest, young Korean men have been taking up the challenge too - with surprisingly effective results. It remains to be seen if it#39;s something that UK posters will adopt online. /201508/391953。

Researchers said that at their core, the male of the species had changed little since Neanderthal times, when reproduction was their prime objective. The US scientists spoke to a sample of men and women to draw up a list of 88 factors that made women appear more ;exploitable; - such as those who bite their lips or look sleepy - or suggested they were attention seekers. They then showed photos of women illustrating this type of behaviour or characteristic to 76 other men and asked them to rate how desirable they found them, the Daily Mail reported. A physical vulnerability such as being short did not result in the men finding the women more sexually attractive. But psychological vulnerability - such as when the women were immature or unintelligent - resulted in them being given a higher rating, according to the study by researchers at Texas-Austin University. The men also ranked these women as more attractive than those who were portrayed as brainy, they found. However, their interest fell off significantly when they were questioned about their interest in pursuing a longer-term relationship with the ;dumb; women. The study concluded: ;The assessment of a woman#39;s immediate vulnerability may be central to the activation of psychological mechanisms related to sexual exploitation.;然而,当被问及是否有兴趣和这些“笨笨的”女生有保持长期来往时,男士们的兴趣一落千丈。 Relationships expert Jean Hannah Edelstein said: ;It#39;s not a recipe for a happy relationship to select a partner based on what you perceive to be their inferiority.;两性关系专家艾德斯坦说:“根据你感知到的对方的弱点来选择伴侣,是无法保一段感情会愉快地发展下去的。” /201206/187025

Dressed in a stunning coat and hat, the Duchess of Cambridge greeted the more than three thousand people who came to see her on Christmas. Not since Princess Diana#39;s lifetime has the royal family seen a turn out this big for their walk to Sandringham Church for the traditional Christmas Day service at Sandringham in King#39;s Lynn, England. More than 3,000 on-lookers came to support Kate Middleton on her Christmas day as a royal family member. Dressed in a full-length modest maroon coat, black dress, tights and a hat by Jane Corbett, the 29-year-old beauty ; alongside her husband, William, and his brother, Harry ; looked thrilled to meet her fans and accept bouquets of flowers. There#39;s been much talk of a baby bump on the new duchess, however, we couldn#39;t see much beyond her Christmas coat ; perhaps she#39;s hiding the news? The queen, Prince Charles, Camilla and several other members of the family were also in high spirits this morning.
