In China few activities escape the watchful eye of the state – and soon that will include square dancing. Ever-growing numbers of enthusiastic dancers – usually ;damas;, meaning elderly women – have gathered on the street corners of China#39;s cities in recent years to gyrate in unison. Some urban dwellers have complained that the elderly participants blast their music until late at night, disturbing the peace and quiet of local residents. In the central Chinese city of Wuhan, a simmering dispute between enthusiastic ;damas; and their irritated neighbours made headlines in 2013 when the residents threw coins, rocks – and ultimately, faeces – at the group in a bid to make them stop.2013年,在中国中部城市武汉,这伙热情不灭的大妈就同恼火的居民起过冲突。 According to the China Daily, authorities have hired an ;expert panel; to choreograph 12 state-approved square dances. The dances ;will be introduced to local fitness sites in 31 provinces and municipalities in the next five months;, the newspaper said, adding that authorities have yet to decide standards on music volume, dance times and venues. Square dancing has become an improbably hot topic in China, with stories on the dancing ;damas; – not all of them flattering – lighting up state media. Often clad in matching outfits and wielding fans or other props, they gather around dinnertime, performing choreographed moves to sometimes thumping dance music piped through a portable boombox or even a live band. But if the General Administration of Sport and the Ministry of Culture have their way the nightly routine will be strictly regulated. ;Square dancing represents the collective aspect of Chinese culture but now it seems that the overenthusiasm of participants has dealt it a harmful blow with disputes over noise and venues,; fitness official Liu Guoyong, chief of the sport administration, told the state-run China Daily newspaper.“广场舞是中国集体文化的代表,但现在看来参与者对于噪音扰民和场地纠纷的冷淡态度引起了负面影响。” ;So we have to guide it with national standards and regulations.;“我们必须要设置些国家标准和法规来引导。”Last year photos of a group of middle-aged Chinese women performing a square dance routine outside the Louvre in Paris set off a debate over whether the pastime had gone too far. A of several women attempting to perform a square dance on board a crowded passenger train in Q a went viral last year, sparking further controversy. ;All the negative comments on square-dancing are about reckless practising without caring about the publ ic benefits,; fitness trainer and square dancing expert Wang Guangcheng told the China Daily.“对广场舞不满的观点全部集中在,只管跳舞不顾公众利益这一点上。” ;The unified drills will help keep the dancing on the right track where they can be performed in a socia lly responsible way.;“统一标准和规范可以让这种舞蹈运动进入一个正确轨道,他们可以用一种更具有社会责任的方式去进行表演。” /201503/366589You’d think flight rage is a uniquely Chinese problem, but a US flight between Denver and Newark had to be diverted on Aug 24 after one passenger prevented another from reclining her seat. The flight, which was being fulfilled by ed Airlines, made an unscheduled stop in Chicago to discharge the two bickering passengers. According to The Associated Press, a man attached a Knee Defender to the seat in front of him. The Knee Defender is a device that locks onto the tray table on the back of a plane seat, making it impossible for the person in front to recline the chair. When the man refused to remove the device at the directive of a flight attendant, the woman seated in front of him turned around and threw water at him. At this point, the pilot landed the plane and both passengers were removed from the flight. The incident has caused a heated debate in US media about whether it is rude to use the Knee Defender or to recline one’s seat when over the years economy class seats have seen legroom shrink. Josh Barro, writing for The New York Times, says the passenger who used the Knee Defender was not only asking for trouble, but he was actually violating his fellow passenger’s property rights. When you buy an airline ticket, says Barro, one of the things you’re buying is the right to use your seat’s reclining function. If this passenger so badly wanted the passenger in front of him not to recline, he should have paid her to give up that right.《纽约时报》撰稿人乔希·巴罗写道:乘客使用膝盖捍卫器不仅给别人带来麻烦,实际上也侵犯了其他乘客的财产权。 But Damon Darlin, another writer for The New York Times, doesn’t agree. In his opinion, the airlines have failed to establish guidelines for how much space each passenger can occupy. In Darlin’s opinion, using a Knee Defender may seem rude, but it just evens the playing field. Instead of having someone in front of you slam the seat back and wait for you to pay him, as Barro suggests, with a Knee Defender you can now negotiate. But would things be easier, as Richard Moran suggests in a LinkedIn post, if airliners got rid of the reclining function once and for all? No, says Barro, that would be very unfair to short people. Why? Because complaints about legroom are mostly made by tall people, “a privileged group that aly enjoys many advantages”. Barro cites a 2004 paper in the Journal of Applied Psychology and points out that tall people earn more money than short people. “Instead of counting their blessings, or buying extra-legroom seats with some of their extra income, the tall have the gall to demand that the rules of flying be changed to their advantage, just as everything else in life aly has been. Now that’s just wrong,” says Barro.

Not so long ago, the US believed it had cracked the violent crime epidemic. “Zero tolerance” and “three strikes and you’re out” were the mantras of the 1990s. Declining homicide rates were its product. Today, as the riots intensify in Baltimore following the death of yet another unarmed black man in police custody, such verities no longer hold. With 2.3m people behind bars, zero tolerance has delivered the largest incarcerated population in the world. US prisons are fuller than those of autocratic China, which has a population more than four times as big. It has also unpicked some of the gains of the 1960s civil rights era. Tens of thousands of black men are in jail for offences that merit little more than a slap on the wrist for their white counterparts. It is little use pointing to the fact that the US has elected its first black president. A generation believes it has been stigmatised and their complaints ignored. As Martin Luther King said before he was assassinated in 1968: “A riot is the language of the unheard.” (A riot is the language of the unheard)。”Yet amid the gloom, there are signs that US politics is coming to terms with the scale of the challenge. Bill Clinton, who as president was the chief author of the 1990s penal reforms, recently admitted they had “overstepped the mark”. In his day, no politician could afford to be seen as “soft on crime”. Today, both parties accept the need to reduce the US jail population and give those with criminal records a fairer chance at starting over. This is a positive change. Not only has the creeping militarisation of US police forces failed to sustain the fall in the homicide rate. It has created a culture of impunity that has led to several hundred shootings of unarmed civilians every year. Only a fraction involved are held to account. Little wonder that so many communities — from Ferguson, Missouri to Baltimore, Maryland — feel alienated from those who are meant to protect them. Little wonder, too, that many black men feel shut off from the opportunities that society gives to others. The question is: what to do about it? The most important step is to grasp the complexity of the challenge. Following the shooting of Michael Brown, an unarmed 18-year-old in Ferguson last summer, Barack Obama set up a task force on 21st-century policing. Its recommendations were laudable but abstract. The report focused on the need to rebuild trust between the police and their communities. Other groups believe it should be mandatory for police on patrol to wear body cameras. More encouraging are proposals to overhaul the penal system. US drugs laws are counterproductive. In some parts of America young whites can now legally smoke marijuana. In others, black men face life in jail for possessing it. So too is the three strikes rule adopted by half of US states. The statistics on mandatory sentencing are clear. It is racially biased and must be ended. Non-violent offenders should also be able to purge their records. Here too, there are hopeful signs. The ultraconservative Koch brothers recently joined the “ban the box” movement where employers refrain from asking about an applicant’s criminal record until later in the interview process. Then there is the question of leadership. For understandable reasons Mr Obama has been reticent about the scale of young black alienation in the US. Now he has little to lose. In the 1950s and 1960s, a potentially radical generation was channelled towards constructive protest by inspirational leaders. Mr Obama is the only figure who can do the same today. Of all presidents, this one cannot afford to leave a legacy of simmering racial tension.
