The grandiose plan to rebuild the Crystal Palace, which housed the Great Exhibition of 1851, launched with great fanfare nearly a year and a half ago by Boris Johnson, the mayor of the Greater London Authority, appears to have stalled. (Great Exhibition)。On Sunday, the 16-month exclusivity period granted to the China-based Zhongrong Group lapsed without any sign of a planning application or design for the site in southeast London. The group has proposed building a #163;500m “cultural destination” on the same scale as the original Victorian glass and iron structure which burnt down in 1936. Bromley council, which controls the land, said that confidential discussions with the Zhongrong group were continuing but they would now “listen if approached” to any other development proposals for the site. Council leader Stephen Carr said “These have been and remain complex proposals. The potential to completely restore and improve the park as well as regeneration for the surrounding area is something we cannot ignore. Equally, the council is not going to agree to something without being confident about the proposals, as we are custodians of this fantastic park.” A spokesperson for the mayor said he remained “fully committed to the regeneration of Crystal Palace Park and continues to support plans being developed with Bromley, the community and interested parties”. One of the main sticking points in the negotiations is believed to have been concerns over the loss of green space and what level of control over public land would be granted to the developer. A spokesperson for Zhongrong’s Crystal Palace project said that they remained fully committed to investing in the project, adding that it was still under discussion whether there would be a further exclusivity agreement. “After conclusion of the legal and commercial negotiations, which include complex matters such as the lease options, we would plan to move steadily on to further public consultation on the detailed proposals and design before submitting a planning application,” they said. Under the original timetable an architect should have been appointed and a planning application submitted last year. But despite six of Britain’s most high-profile architects — including Dame Zaha Hadid, designer of the Aquatic Centre in the Olympic Park and Sir Nicholas Grimshaw, responsible for the National Space Centre in Leicester and the Eden Project in Cornwall — being shortlisted a year ago to provide designs for the site, no winner has been named. (Sir Nicholas Grimshaw)。Residents and local politicians, who have been concerned by the lack of detail in the proposals, are calling for a complete rethink. Tom Chance, Green party spokesman and general election candidate for the area, said: “Bromley and the GLA need to stop messing around with fantasy projects and send the Zhongrong Group packing.” Local resident Karl Richter, who organised a well-supported petition calling for greater scrutiny of the deal, said he would be “very concerned” if serious negotiations continued, saying the developer “has not been able to deliver its commitments to prepare a business plan for the project nor made a planning application as it promised”. He also questioned the company’s suitability as a partner, adding it has “almost no relevant international experience for being granted exclusive access to a prestigious London heritage site”.

Last week I watched a that made me wince in horror. It showed a black teenager from the Bronx, Kalief Browder, being savagely beaten by prison officers and fellow inmates at Rikers Island prison in New York. That footage, captured by the prison’s surveillance system, was bad enough. Even more chilling was the backstory, revealed by a haunting piece of investigative reporting in The New Yorker magazine last year: Browder was in prison because, at the age of 16, he was accused of stealing a backpack and detained. As it happens, in 2013 he was released having been deemed innocent. But that verdict was reached only after he had been in prison for three years, waiting for his day in court, a victim of a justice system whose wheels can grind extremely slowly, particularly for anyone who is poor. (Browder’s family was unable to afford the ,000 bail to release him.) During his long confinement, Browder was badly mistreated because he repeatedly rebelled and proclaimed his innocence. This left terrible scars. So much so that last week, tragically, the 22-year-old Browder committed suicide, prompting The New Yorker and others to reprise the shameful tale and re-release the Rikers surveillance footage. The story is horrifying on many levels. Back in the days when I was a reporter in the Soviet Union, Americans would howl in outrage at the idea that Soviet citizens could be tossed into prison for months on end without trial. Browder’s tale, however, shows that it remains a struggle to protect human rights within America’s own shores — even in a prison that lies a few short miles from some of the most gilded and liberal neighbourhoods of New York. While it would be nice to think (or hope) that the mistreatment at Rikers was extreme, criminal-justice activists insist that Browder’s tragedy was far from an isolated case — and neither was his demographic profile. Today, around 40 per cent of the more than 2 million inmates of American prisons are black, though they represent just 13 per cent of the American public. On current statistical trends, more than a quarter of all American black men can expect to enter prison at some point during their lifetime, due to a pernicious combination of poverty, inadequate education, joblessness, racism — and a Kafkaesque legal bureaucracy that often leaves poor people vulnerable to endless delays and mistakes. Amid this shameful litany, however, there is a tiny point of light. For what the Browder tale also reminds us is that investigative journalism is not just alive and well in America and elsewhere today but has as powerful a role as ever to play in making the world a little better (or at least, less bad). Yes, I know that it might seem self-interested for me, an FT journalist, to point this out. But it is still worth shouting about. After all, there is a widesp perception these days that the traditional media are in terminal decline, unable to compete in a world where kittens and Kardashians dominate social media and the rest of cyberspace. But, as Michael Wolff insists in his provocative new book Television Is the New Television, the reality of modern media is far more nuanced than the cliché presumes. Yes, the Kardashians grab endless attention. But media formats that seemed to be heading for extinction a few years ago — such as television — are still flourishing too. .#8201;.#8201;..#8201;.#8201;.So is investigative journalism (albeit not in such a commercially successful manner as television shows). Today, there are certainly fewer mainstream newspapers running big investigative reporting teams but non-profits have sprung up instead: to cite just one example, Bill Keller, the former editor of The New York Times, now heads the Marshall Project, a non-profit organisation focused on the criminal justice system. And investigations are still being carried out by the traditional platforms, be that The New York Times, the FT — or, as in this case, The New Yorker. Of course, as a cynic might comment, it is a crying shame that it took the horrible tale of Browder to stir debate about the prison system. It is even more lamentable that reforms remain piecemeal. Although The New Yorker report helped to prod New York mayor Bill de Blasio into announcing new oversight of Rikers and changes in justice protocols, accounts of abuse continue apace. The fact is, however, that if The New Yorker had never written about Browder’s tragic tale — and disseminated that shocking surveillance footage — few people would have known about the horrors happening on Rikers Island. That’s worth remembering this week, not least because it prompts another question: how many more Browders are still rotting in American jails; and what might we see if we could all watch those prison surveillance cameras? Or if a philanthropist were to give every prisoner a -equipped smartphone? /201506/382349 Major Japanese manufacturers are raising base wages for the first time in years, responding to Prime Minister Shinzo Abe#39;s request for action ahead of a sales tax increase that is widely expected to lead to a temporary economic slowdown. Concerned about the impact that a combination of stagnant wage growth and rising prices would have on consumption, Mr. Abe has directly exhorted corporate leaders since last year to raise regular salaries. Japan#39;s base wages have fallen since the late 1990s and the premier sees a reversal in this trend as crucial for the success of his pro-growth strategies. Following annual wage negotiations between unions and employers that wrap up Wednesday, many leading companies, including Toyota Motor Corp. and Panasonic Corp., said they would offer base pay raises. In Japan, manufacturers typically announce the results of their labor talks first, often setting the tone for the rest of the country. Predicting a record net profit for the current fiscal year, Toyota said it will increase base monthly salaries by an average Yen2,700 per worker from April. While that figure falls short of the Yen4,000 per month raise that the firm#39;s labor unions were demanding, it is well over the previous Yen1,000 raise in 2008. Honda Motor Co. said it will lift base wages by an average of Yen2,200 per worker. The company also decided to pay bonuses equivalent to close to half a year#39;s worth of monthly pay, in line with its union#39;s request. Panasonic Corp., Hitachi Ltd., NEC Corp., Toshiba Corp. and Mitsubishi Electric Corp. all said they will offer monthly increases of Yen2,000 per employee. Even though the figures are relatively small, economists took the news positively, noting that higher base pay will also further boost overtime rates and bonus payments and would have a larger net effect. #39;The figures that have come out so far are relatively strong,#39; said Yoshimasa Maruyama, senior economist at Itochu Economic Research Institute. But even with overtime, bonuses and other payments included, the salary rises still appear to fall short of a 3% rise expected for the nation#39;s consumer price index. Prices are expected to jump in part due to an increase in the sales tax from 5% to 8% on April 1. That will mean that even with higher wages, compensation levels will fall in real terms, eroding consumers#39; purchasing power. #39;It could have a positive impact on the mind-set of consumers if people see increases in their nominal wages,#39; Mr. Maruyama said.
