Walking in London漫步伦敦Footfalls足音Urban pedestrians buck a national trend伦敦步行者打破全国性趋势LONDON is a city made for walking.Unlike, for instance, Los Angeles its centre is easily accessible on foot.Outer boroughs are no more than an hour or two away. Its curved streets, in contrast to the rigid grid of New York, welcome idle wanderers and busy commuters alike. But despite traffic queues and teeming underground carriages most prefer to drive or to squeeze on to the Tube to get around the city. This is starting to change. Between 2001 and 2011 the number of trips made daily on foot in London increased by 12%.Nearly a third of the Londoners sampled made a continuous walk of 30 minutes once a week between 2010 and 2011 to get from place to place, rather than for exercise. Each day 6.2m walks are made across the city.2001年到2011年间,每天在伦敦步行的人数增长了12%。 And both rich and poor walk a similar amount. In areas such as Kensington and Chelsea 11% walk for at least 30 minutes five times a week or more.In Tower Hamlets 12% of residents do.One of the largest changes in the city over the past decade is the number of pedestrians, says Michèle Dix of Transport for London (TfL), which runs the citys transport networks. On July 10th TfL launched the Roads Task Force, with plans to spruce up pavements. Several reasons account for the walking boom. The number of Londoners increased by 12% from 7.3m in 2001 to 8.2m in 2011, and Tube trains are broiling and overcrowded. But other factors also encourage pedestrians. In 2004 Ken Livingstone, then mayor of London, vowed to make London a “walkable city”.Some of his plans were carried on by Boris Johnson, the current mayor. These include a scheme to create clearly-marked maps for use across the city.Of 33 boroughs in London 22 now have the distinctive yellow-branded signs on their streets. All TfL-owned property (such as Tube stations and bicycle-hire points) is covered by the scheme. This deters tourists from popping on the Tube to travel one stop from Covent Garden to Leicester Square, a distance of 0.3m (0.5km) says Tony Armstrong of Living Streets, a charity for pedestrians. Streets are also becoming more pedestrian-friendly.Exhibition Road in South Kensington was redeveloped in 2011.Pavement curbs were removed and tarmac replaced by granite bricks.Fewer cars now go down the road, which stretches from Hyde Park to the museums and restaurants around the station, encouraging swarms of pedestrians. In June plans to develop a walkway by the Thames in Vauxhall were announced, turning a neglected part of London into something resembling the High Line in New York (which transformed a disused railway track into a lively public garden). Londoners may also be more aware of the advantages of walking.Health campaigns like the NHSs “Live Well” emphasise that walking is the easiest form of exercise.Rubber wristband pedometers, such as “FitBit” and “FuelBand”, are also increasingly popular. But the capital is bucking the national trend.Although in 2011 walking was up across the country, it has seen an overall decline of 27% in Britain since 1995.This is partly caused by fewer children walking to school. And while rural rambles are still popular, fewer people are walking to their weekly grocery shop. Many more are shopping online.Local authorities want to change this.Pedestrians spend an average of £373 (1) a month, compared with £226 for drivers, according to data from TfL.Ailing high streets and town centres need to win back walkers.Learning from Londons incentives would be a start.

Many of Motowns greatest hits were written at a little house on West Grand Boulevard in Detroit, the house known as Hitsville USA.Hitsville USA was Motowns first headquarters until Berry Gordy moved the label to Los Angeles 30 years ago this week. Later, 2648 West Grand Boulevard became The Motown Museum, drawing visitors from around the world.Hour Detroit Magazines Jim McFarlin, who recently wrote about the museums anniversary, says, ;It is a monument. To many people it is like Mecca.;The museum has stayed in the family over the years. Current CEO Robin Terry is the granddaughter of museum founder Esther Gordy Edwards.Robin says her grandmother was inspired to create the museum after many visitors came to the building simply wanting a peek inside Studio A.Studio A is still a part of the museum and tours allow visitors to stand in the exact spots of the legends who recorded there.;Theres nothing traditional about it. We sing, we dance, we clap. Its an experience,; Terry says of visits to the museum.McFarlin endorses this, saying, ;They really put you in the footsteps of the artist as you go through the tour and you must be prepared to sing.;The museum has drawn many famous faces and music legends throughout the years, including Michael Jackson. He became one of the museums first big contributors and the fedora and glove he gave the museum are still on display. But Motown was more than just a place to see famous faces, it was a place to come together as a community.;Most of the Motown artists came from within a five-mile radius of the Hitsville house,; Terry says. Now, according to McFarlin, the museum attendance is made up of 75% tourists.Terry is looking to bring back the community feel, saying ;It had a magnetic effect in the community for those who are creative and wanted to make music, and I think its important in terms of our programming that we continue to foster creativity in the Detroit community.;This month the museum is hosting a spoken-word series every Friday from 8 to 10 p.m. The series is in honor of Motowns Black Forum label, the spoken-word label that included recordings of Dr. Martin Luther King Jr., Langston Hughes, Stokely Carmichael, and Elaine Brown.;Creating more programming like that, to give Detroiters a reason to come back to Hitsville and to continue to create and build on that phenomenal legacy that exists there, thats really what the future of the museum has to be about,; Terry says.201504/368553。

The best and worst states for small business小本生意的旺市与淡市Red tape blues繁文缛节让人忧郁Small businesses fret less about taxes than over-regulation小本生意担心监管过度问题多过税收IAN TONER, an architect in Philadelphia, recently went to city offices for a permit to build a stoop for a clients home. The city, he learned, had just imposed new requirements:he would have to get maps from gas, electric, water and other utilities to ensure the stoop would not disturb their underground lines and then resubmit his application. A process he thought would take a day took more than two weeks. Thats not all. Other new rules require that he prove that his builder has general liability, workerscompensation and car insurance, and has paid all his taxes. Four times a year he must set aside a half day to ensure he is paying the states and citys myriad taxes correctly. Mr Toner doesnt question the need for rules and taxes; what galls him is the time and hassle involved in complying with them. “The information exists all over the place and the burden is on me not just to gather it but interpret it. Im not going to leave here because of this, but theyre all things that could turn a person off of coming here.” Americas states and cities have traditionally tried to attract businesses by offering them tax breaks and other cash incentives. Yet there may be a more effective way, and one which puts no strain on stretched budgets: make life simpler. Thumbtack, a website that matches customers to businesses, and the Kauffman Foundation, a think-tank, asks thousands of small businesses annually about local requirements for hiring, regulations, zoning, licences, health insurance and training. They have enough data to compile (somewhat subjective) “business climate” grades for 38 states and 82 cities. One surprising finding is how little local tax rates matter. Nearly two-thirds of respondents say they pay their “fair share” of taxes, which the survey-takers reckon means they dont feel over- or undertaxed. But many complain about the difficulty of complying with complex regulations: this was a strong predictor of how small businesses rank their states. To be sure, low-tax states such as Texas generally score well, while high-tax states such as California and Illinois flunk their tests. This may be because the kind of politicians who like high taxes also like bossing people around. But not always. Minnesota, a high-tax state, earns a respectable “B” for business climate, partly because it is easy to start a business there. Washington and Florida, both low-tax states, earn a “C” and a “C+”. Entrepreneurs fault Washingtons harsh zoning laws and gripe that in Florida new firms must jump through hoops like dolphins at SeaWorld. The lesson for politicians is: “no matter what else you do, make things easy,” says Jon Lieber of Thumbtack. “This may seem obvious but a lot of governments dont do it right. Dont require a plumber to spend two days at city hall pulling permits when he could be doing jobs.” Too often, state websites are confusing and bureaucrats unhelpful. Dennis Kessler, an accountant in New Jersey, says he usually cant get through on the telephone to the relevant department. When he does, the information is often misleading or incomplete. He recently spent 30 hours trying to help a client change its corporate status without getting a different federal tax-identification number—only to discover that this is impossible. Licensing rules are a headache. In theory, they protect the public from incompetence, which is useful if you are hiring a doctor. But increasingly they protect incumbents from competition—the requirement to have a licence raises an occupations wages by 18%, according to Morris Kleiner and Alan Krueger, two economists. In the 1950s less than 5% of workers required state licences; now 35% do. 35%。Some make no sense. Celeste Kelly, a horse lover, began offering horse massage, a subject she had studied privately, in 2006; she charges per session. In 2012 the Arizona State Veterinary Medical Examining Board ordered her to “cease and desist” or face heavy fines and possible criminal charges. According to the Institute for Justice (IJ), a libertarian law firm which is suing the board on her behalf, Arizona does not require vets to learn massage, and Ms Kelly may offer it for free; she simply cant charge for it unless shes a vet. “Veterinarians I know think its ridiculous,” she complains. “Its their political arm that has crafted legislation to be self-protective.” State licensing regimes vary widely. Louisiana requires licences for 70% of low-wage occupations, according to IJ, including barber, bartender and cosmetologist. In Wyoming, it is a more modest 24%. In Hawaii, licences require an average of 724 days of experience and education; in Pennsylvania, 113. Enforcement is uneven, too. Changes to regulations have little effect on economic growth in the short run—cyclical influences such as the state of the housing market or the fortunes of a particular industry (high-tech in California, oil in Texas) matter more. But in the long run, business-friendliness makes a difference: one study found that states that rank better on indices of taxes, costs and regulations enjoy stronger job growth, after filtering out the influence of industry composition and the weather. Globally, countries that rank higher in the World Banks surveys of the ease of doing business grow faster. Lowering barriers to entry for new businesses gives consumers more choice and cheaper prices. A gourmet-food-truck fad began in Los Angeles with Korean tacos in 2008, and has thrived because the city is flexible about where such trucks can park. By contrast, Chicago forbids food trucks from operating within 200 feet of a bricks-and-mortar restaurant, and requires them to have a GPS to ensure compliance, which makes life very hard for them in the downtown business district. Businesses lobby for lots of things they should not have: handouts from the taxpayer, handicaps imposed on their rivals. But it is hard to find fault in their plea for simpler rules, swifter bureaucratic decisions, government websites that a normal person can navigate and officials who actually answer the phone. Clearing away old rules is hard. Their benefits tend to be concentrated (eg, when they protect incumbents); their costs dispersed (slightly higher prices affect all consumers, but only a little). States and cities can, however, slow the pace at which new rules proliferate, for example by estimating their economic impact before enacting them. Last year Iowas governor vetoed a bill that would have required licences for drug-abuse counsellors, and Arizona made life easier for firms operating in multiple cities with separate sales taxes by limiting them to one tax form and one audit. The difficulty is that many rules purport to protect the public: from shoddy services, dangerous products or even death. Even if the cost is high and the risk remote, no politician wants to be accused of compromising public safety. Last year Mike Pence, Indianas Republican governor, vetoed the licensing of diabetes educators and anaesthesiologist assistants, on the grounds the new rules would raise barriers to business and require additional bureaucracy. But a year later, he signed into law a modified version of the measure, minus the extra bureaucracy but otherwise much the same.

Americas concessions are more real than Chinas较之中国,美国作出更大让步FIVE years ago next month, disagreement between America and China, the worlds biggest greenhouse-gas emitters, scuppered the UNs Copenhagen climate-change conference. On November 11th Presidents Barack Obama and Xi Jinping announced a deal on carbon emissions. This is welcome, with two caveats: China has not conceded much, and Congress will do its best to prevent America from delivering what the president has promised. Because America is responsible for a far larger share of the greenhouse gases aly in the atmosphere than China, it was bound to accept sharper cuts. Even so, it has made big concessions. America had previously signed up to a cut of 17% below 2005 levels by 2020. This looks achievable because emissions are aly falling. The new agreement is for a 26-28% cut by 2025, which would require a doubling in the pace of cuts after 2020. China has agreed that its emissions will peak in 2030, and that the percentage of non-fossil fuels in its energy consumption will rise to 20% by 2030. Just getting a date out of the Chinese is an achievement, but American negotiators had been aiming for 2025. More important, the date the Chinese have agreed to may not be so different from what would have happened without a deal. Earlier this year He Jiankun of Tsinghua University reckoned that Chinas carbon emissions would peak by “around 2030”, as economic growth is slowing and urbanisation will have mostly run its course by then. The agreement gives both sides plenty of wriggle room, referring to the countries “best efforts” and their intentions to reach their targets. Because it is not a treaty, it does not have to be ratified by Congress. But for America to meet its new targets, both Congress and the Supreme Court would have to leave the federal governments current efforts to cut carbon emissions, which involve issuing regulations under the Clean Air Act, well alone. Those efforts are in the hands of the Environmental Protection Agency (EPA), which many Republicans would like to abolish altogether. The Republican majority in the House of Representatives has aly made it clear that it would like to roll back greenhouse-gas regulations issued by the EPA; the new Republican Senate will probably agree. Mitch McConnell, the Republican leader in the Senate, comes from Kentucky, a coal-producing state, and has aly attacked the deal. “This unrealistic plan, that the president would dump on his successor, would ensure higher utility rates and far fewer jobs,” he said. Senator Jim Inhofe, who is likely to head the Senate Environment and Public Works Committee, has called climate change “the greatest hoax ever perpetrated on the American people”, and compared the EPA to the Gestapo.

This is a range of items taken from beneath a killing tree of a white-bellyed sea eagle on a continental island. The killing tree is where the sea eagle will actually take apart its member and eats its prey. And it is a very good representation of what these animals eats and indeed their strategy for their hunting. You got a parrot fish, which is a deeper swimming fish. You got things like these long toms which actually swim right on the surface. They have got birds here. Most remarkable of all, youve got these fresh water turtles that dont exist on the island. They are on the mainland, so the eagle has flown to the mainland, taken these turtles and brought them back to their nest. And its an excellent representation of the strategy of these animals. If the food items are short locally, in short supply on the island,如果岛上的某种食物短缺,theyll actually seek alternatives and this generalist approach makes them very very successful in a limited environment that an island represents. Even so, fish make up half of its diet. To catch them, it uses huge talents. They are also weapons it can use to have a crack at these, fruit bats. Spectacle fruit bats are big. They have a wing span of about a meter and may roost on an island forest as well as those on the mainland. Babies have to cling on tight. 201503/361511
