CAPRICORN (Dec. 22 - Jan. 20)When it comes to taking charge, while you may occasionally pretend you don#39;t absolutely adore it, to be perfectly honest, you know you do - and you know we all love it when you#39;re ;driving,; because you#39;re so good at it. So what absolutely makes you nuts is having to take orders from someone who#39;s not only less qualified than yourself, but also pitifully less suited to the position. Fortunately, that doesn#39;t happen much, now does it? 幸运的是,这种情况并不经常发生,对吗?AQUARIUS (Jan. 21 - Feb. 19)You#39;re the rebel, the radical, and the eccentric in every group, whether it#39;s family, friends, or your team at work. You love and cultivate those labels because of the freedom they allow you to be yourself. The worst thing, then - the very worst thing of all, in your eyes - is being pressed into a mold, being told what to do, having to obey, and being forced to act like everyone else. PISCES (Feb. 20 - Mar. 20)Your specialty, Pisces, is emotions, maybe even more so than sentimental Cancer. You#39;re comfortable sniffling and dabbing at your eyes during a sad movie (or a commercial, for that matter) and rather - no, extremely - proud of your ability to sense what#39;s wrong with a loved one before they even realize it themselves. So what makes you most irritated is when someone tells you you#39;re being ;overly emotional.;双鱼:鱼儿最注重的就是感情,你甚至比蟹子还要敏感。 ARIES (Mar. 21- April 20)Yours is the most impatient sign of all, Aries, so naturally, what irritates you most is waiting. Period. You want to be the first one in, the first one out, and at the very head of the pack in the left hand lane, whether it#39;s rush hour or 3 a.m. Your impatience also extends to your temper. TAURUS (Apr. 21 - May 21)Unlike your Aries and Gemini neighbors, you, Taurus, can#39;t stand rushing. You believe in measuring twice (at least) and cutting once, in thinking before you act, and in choosing your words and actions as carefully as possible. What drives you crazy more than anything, then, is haste - but unexpected change is a close second. In fact, unlike most of us, you#39;re not particularly fond of surprises, even if they#39;re pleasant ones. GEMINI (May 22 - June 21)Mercury is your planet, Gemini, the guy with the wings on his head and his feet, symbolizing his quicksilver abilities when it comes to mental and physical speed. So, understandably, nothing makes you crazier than someone who just won#39;t cut to the chase when they#39;re telling a story or refuses to take a shortcut when they know they#39;re running late. CANCER (June 22 - July 22)Safety, security, and your home and family are what matter most to you, Cancer, and there#39;s nothing you love more than spending an evening at your place, surrounded by loved ones, snuggled up under a quilt. So what makes you nuts? Being dragged out by a well-meaning friend who#39;s decided that you ;need more socializing.;巨蟹:所有与家庭及家人有关的事情都会让你牵挂。 LEO (July 23 - Aug. 22)Yours is the sign of the performer, Leo. You can turn any place into a stage, from an actual podium to a bar to the front of a classroom. What makes you crazy is one thing: someone who tries to steal your applause. You work hard to keep everyone amused and entertained, and you enjoy it as much as they do. The spotlight is only so wide, though, so when someone tries to snag some of it, you won#39;t hesitate to show your disapproval. VIRGO (Aug. 23 - Sept. 23)Cleanliness. Order. Organization. That#39;s what you need to function at your best, Virgo, in your personal surroundings, your workplace, and your daily schedule. So what drives you crazy more than anything else is filthy, unsanitary, or disorganized conditions, as well as people who exhibit those qualities. LIBRA (Sept. 24 - Oct. 23)Contrary to popular opinion, your specialty, Libra, is not ;balance; itself, it#39;s restoring balance to unbalanced situations. So what you can#39;t stand, more than anything else, is seeing lopsided, prejudiced, unfair, or discriminatory conditions. It brings out the cruise director, mediator, and judge in you. In other words, you put your own feelings aside to become whatever it takes to make things ;nice; again. SCORPIO (Oct. 24 - Nov. 22)Your sign is famous for its love of depth, intensity, and digging below the surface. So what makes you crazier than anything is meeting up with someone who goes out of his way to be shallow, cavalier about important issues and superficial. It makes you wonder what he or she is really up to - and wondering is what keeps you from getting a decent night#39;s sleep. SITTARIUS (Nov. 23 - Dec. 21) You love to learn, travel, and have fun with interesting others. In short, if it#39;s new, uncharted territory, if you feel that you#39;re boldly going where no one has gone before - yourself in particular - then you#39;re game. What you can#39;t stand - what you absolutely cannot and will not tolerate, no matter what - is boredom. /201208/194384。

The day the power went off in Delhi and northern India, I was at home in Bangalore, a city that fortunately escaped the blackout. It brought back memories of my student days in Kolkata, a city then (in the 1980s) notorious for its power cuts. Eight or 10 hours without electricity were de rigueur. The fan would stop working at night: at 38C and 90 per cent humidity, this meant no sleep until the power came back. We would gather outside, talking in groups, varying our routine by walking to the highway that ran alongside our campus, where dhabas served tea (and stronger stuff) all night. 高速公路边的Dhaba(印度公路旁边的餐馆——译者注)通宵供应茶水(以及一些更带劲儿的饮品)。 Even now, many villages have electricity for only four to six hours a day and some still have no power at all. As a student, I awoke when the fan went off. On the other hand, peasants wake themselves up when the lights come back, to use the tubewells that irrigate their fields. Indians have long been used to erratic power supply; yet the recent outages were special, spectacular in their scale and impact. Twenty one out of 28 states were without power for long stretches. Some 600m Indians were affected. It is not yet clear what caused the collapse. With the monsoon having failed, it is far hotter and drier than is usual at this time of year, driving the rich to use more air conditioning and peasants to rely more heavily on their tubewells. In the rush to satisfy their citizens, individual states drew more than their share from the National Grid. As The Hindu newspaper reported, Uttar Pradesh, Punjab, Rajasthan, Haryana and Uttarakhand all ;ignored strong warnings from the#8201;.#8201;.#8201;. Central Electricity Regulatory Commission to maintain grid discipline and stop over-drawal;. Behind this short-term political desperation lies a longer-term institutional decline. Back in the 1990s, the distinguished energy scientist A.K.N. Reddy outlined a strategy to overcome India#39;s energy crisis. This focused on reducing theft and distribution losses (estimated at 30-40 per cent of total consumption), upgrading transmission and end-use technologies and running state electricity boards professionally. The suggestions were disregarded. Antiquated technologies were not replaced. Political interference and corruption continued. 上世纪90年代,杰出的能源科学家A#8226;K#8226;N#8226;雷迪(A.K.N. On the same day as the power outage in the north, some bogies in a train in south India caught fire. Forty passengers perished. Although less widely reported in the western media, this accident was likewise symptomatic of the failure of state-run institutions that are crucial to social wellbeing. Hundreds of millions of Indians use the railways every year. They are indispensable to work and family life, carrying migrants back to their homes and to their first jobs. Between April 2010 and March 2012, the Indian railway system suffered 218 accidents, in which some 500 people died. Successive railway ministers have disregarded safety and technological modernisation in favour of running more lines to their own states and constituencies. As with railways and electricity boards, so also with public health and education departments. Indeed, the degradation of state institutions is perhaps the most serious threat to the vitality of Indian democracy and to the long-term success of India#39;s ;growth story;. Four years ago, I wrote an essay for Outlook magazine, mocking the claim – then commonly made by the country#39;s political, business and media elite – that India could or would become a superpower. I argued that despite electoral democracy and high growth rates, there remained pervasive faultlines. These included religious and caste chauvinisms, rising social inequalities, corruption and environmental degradation. I was not optimistic that these faultlines would be easily corrected, given the ;decline in the quality and capability of our politicians and public officials; and ;the apathy and corruption of the state;. I further argued that: ;in the short term, at any rate, the Indian political class can only get more corrupt, and the Indian state more inefficient. In the current, fragmented, political scenario, short-term rent-seeking will take precedence over long-term policy formulation. This shall be true of governments in the states, as well as at the centre;. Far from becoming a superpower, I concluded, India would muddle along in the middle – as it always had. At the time, I was derided as a party-pooper and professional sceptic. I was accused of lacking patriotism and even of being a ;western stool pigeon;. So far as I can tell, the short-term is still with us. How else to explain the fact that on the very day the lights went off in 21 states, the power minister, Sushil Kumar Shinde, was promoted to the post of home minister? His tenure in his previous position was undistinguished. However, he is a long-term loyalist (not to say acolyte) of the Congress party#39;s president, Sonia Gandhi. Besides, he hails from Maharashtra, where a state election is due in a few months. I need only add that, in these respects, the Congress is not exceptional. In Indian politics and public administration, personal loyalty and the appeasement of special interests take precedence over professional competence and the public good. /201208/194026。
