Two other senior Isis members who were involved in extortion activities named by the Pentagon as Abu Maryam and Abu Wakman al-Tunisi were also killed, he said. Abu Wakman al-Tunisi)。According to a report by the Brookings Institution, Abu Salah’s real name was Muafaq Mustafa Mohammed al-Karmoush. (Muafaq Mustafa Mohammed al-Karmoush)。The Pentagon announced the airstrikes as the US Treasury said that a significant part of the 0m that Isis had earned from oil sales came from trade with the Assad regime. Adam Szubin, acting undersecretary for terrorism and financial intelligence, said that Isis had looted between 0m and bn from bank vaults it captured in Iraq and Syria and was gaining “many millions morefrom extorting local populations. President Obama used a commencement address on Wednesday at the Coast Guard Academy to cast his push for urgent action to combat climate change as a national security imperative, saying that the warming of the planet poses an “immediate riskto the ed States. The speech was part of an effort by Mr. Obama to make a multipronged case for his ambitious climate-change agenda, which he has identified as a top priority for the remainder of his time in office and as a central element of his legacy. Instead of promoting his plan strictly in environmental terms, he has pitched it as beneficial for the economy, necessary to protect public health and vital to the nation’s security. “I am here today to say that climate change constitutes a serious threat to global security, an immediate risk to our national security, and, make no mistake, it will impact how our military defends our country,Mr. Obama told about 4,200 people on an athletic field overlooking the water here, including about 200 graduates in crisp white dress uniforms. Mr. Obama repeated arguments he cites often to promote his climate change effort, including a litany of grim facts and figures about rising temperatures, swelling seas and vanishing sea ice, dismissing skeptics of the phenomenon or those who refuse to act on it as guilty of “negligenceand “dereliction of duty.” “I know there are still some folks back in Washington who refuse to admit that climate change is real, and on a day like today, it’s hard to get too worried about it,Mr. Obama said on a sunny day cooled by a chilly sea breeze. “The science is indisputable,he said. “The planet is getting warmer.” But on Wednesday, he coupled those well-worn arguments with a national security-themed call to action to Coast Guard graduates just minutes before they received their commissions. The president argued that climate change has set off dangerous domino effects around the world, prompting a severe drought in Nigeria that was exploited by the terrorist group Boko Haram, and drought, crop failures and high food prices that “helped fuel the early unrest in Syriabefore it descended into civil war. He told the graduates that their generation would have to invent, build and pioneer the energy-efficient technologies that would be needed to reverse the damaging effects of climate change. He said the Pentagon regarded the planet’s warming as a “threat multiplier.” “We all know what needs to happen it’s no secret: The world finally has to start reducing its carbon emissions now,the president said. “This is a place where we need you.”“我们都知道需要去做什么——这不是秘密:全世界最终还是必须从现在开始减少碳排放,”奥巴马说。 In March, Mr. Obama introduced a blueprint for cutting greenhouse gas emissions over the next decade in the ed States by up to 28 percent from its level in 2005 levels. The plan, which hinges on new Environmental Protection Agency rules intended to drastically reduce planet-warming carbon dioxide emissions from cars and coal-fired power plants, will be the White House’s formal submission to the ed Nations ahead of a summit meeting on climate change in Paris in December. Mr. Obama faces strong opposition on climate change efforts from many Republicans and coal industry officials, who say the proposal is a vast executive overreach and would devastate the economy. Facing such resistance, the president is working to build support in other ways, including his focus on national defense. “Denying it or refusing to deal with it endangers our national security. It undermines the iness of our forces,Mr. Obama said. “Politicians who say they care about military iness ought to care about this as well.”“否认或拒绝应对这个问题的态度给国家安全造成危害。 In a report issued on Wednesday, the White House said climate change would act as “an accelerant of instability around the world, prompting water scarcity and food shortages that could escalate tensions and lead to overpopulation. It also said that rising temperatures would “change the nature of U.S. military missions, increasing the demand for resources in the Arctic and coastal regions that would be affected by higher sea levels, and result in humanitarian crises that are larger and more frequent. The president said the conditions could create a global surge of “climate change refugees and I guarantee the Coast Guard will have to respond.” Closer to home, Mr. Obama said the effects of climate change were threatening critical infrastructure across the ed States, including military posts and training grounds. “Climate change, especially rising seas, is a threat to our homeland security our economic infrastructure, and the safety and health of the American people,Mr. Obama said.

This week Jeb Bush, the former governor of Florida (and second son of George Bush), has been discreetly pressing the flesh in London. Unsurprisingly, interest in him has been sky high. For with the Republicans feeling exuberant after the recent midterm vote, there is fevered speculation about whether the genial Bush will become a 2016 Republican presidential candidate and thus potentially pave the way for a bizarrely dynastic Bush v Clinton fight. Indeed, curiosity is so intense that when Pi Capital, the financial networking group, arranged a private breakfast with Bush in a Mayfair hotel, the room was packed with business leaders and financiers, all eager to hear his plans, his views on Hillary Clinton and much else. But having attended the breakfast meeting myself, I came away with two clear conclusions. The first is that this latest Bush is still playing it coy about whether he will actually run. His famous father and brother the 41st and 43rd presidents respectively say they would back his bid and Bush seems to be seriously considering it. But he remains carefully non-committal right now much like Clinton herself in fact (she talks about her new grandchild if anyone asks if she will run for the Democratic nomination). But, second, this third Bush is also a man who tries hard to sound not just genial but sensible too. Indeed, if you ignore the peculiar dynastic legacy and highly privileged life, he looks almost normal, more akin to an avuncular family doctor than firebrand. He is a man known for espousing the merits of free markets and private business but is not calling for the abolition of the Federal Reserve or a return to the gold standard. Bush favours tighter border controls and balanced budgets but he also wants to encourage economic immigration, free trade and infrastructure projects. He does not support an isolationist US but nor does he want to invade every country with an unpleasant regime. He sounds, in other words, pragmatic, if not centrist and notably different from many of the Republican figures who have grabbed attention in recent years, be that Sarah Palin (the 2008 vice-presidential candidate), Ted Cruz (the Tea Party firebrand who fancies himself as a 2016 presidential candidate) or Rand Paul (the libertarian Republican leader who is another potential runner). So does this mean that a third Bush presidential campaign is doomed? The answer partly depends not simply on that tricky matter of dynasty but something else: can “sensiblebe sold to US voters today? Judging from the past decade, the answer might seem to be “no As the rise of the Tea Party has shown, the big winners in American politics, particularly on the right, have tended to embrace celebrity politics, populism and protest. That partly reflects the economic cycle and, most notably, the pain caused by the great financial crisis and recession. But it may also reflect a longer-term structural shift. These days, more and more voters are getting their information about politics and everything else via social media platforms such as Twitter. These platforms are an effective way to create a loud political noise but not a good place to create thoughtful debate. Attention spans are so short that everyone needs to shout to be heard. Extremism tends to dominate. Perhaps this is just a short-term phenomenon. There are some factors in the current American political mood that might just possibly make it easier to sell a sensible candidate to voters, or so some of the old-school Republicans and business leaders who are trying to remake the party desperately hope. For one thing, the economic outlook seems to be improving. For another, the mood in Congress might be getting a little more pragmatic. With both the Senate and House of Representatives now controlled by the Republicans, it is possible that Congress will pass more legislation in the next couple of years. If so, that might show voters that pragmatic co-operation pays. Then there is the nature of emotional cycles. Back in 2008, US voters fell violently in love with the idea of “hope and change as presented by a man blessed with soaring rhetoric and celebrity. Today many have fallen equally violently out of love with Barack Obama as those unrealistic dreams have been dashed. That might leave them grasping at another anti-establishment celebrity dream but it might also leave them shunning glitz. Voting for Bush, in other words, could yet be presented as the political equivalent of dating a lawyer after being burned by an unreliable rock star. Or, more accurately, like dating the sensible son of your high-school teacher, whose family you aly know well. Of course, all this is mere speculation. Thus far the only thing that is tangibly clear is that this Bush commands moderate respect: according to a recent A News/Washington Post poll, some 26 per cent of voters think he would make a good president, which is better than many rival potential candidates, if not great. But in the months ahead, Americans and non-Americans alike should closely watch this third Bush. Not just because of what it might reveal about Republican policies or the dynastic-cum-tribal patterns of US politics but also for what it shows about how social media is changing politics or not. Can sensible, in other words, ever “trend当然,这些都只是猜测而已。
