A student at Huainan Normal University is seeking witnesses who saw her helping an elderly resident who had fallen, after the woman#39;s family accused her of being the cause of the old lady#39;s fall. Here are some comments:以下是各方:In a civil lawsuit, a plaintiff who files a lawsuit against someone for being the cause of an accident needs to provide evidence to back up their accusation. Of course the judge can make a decision based on indirect evidence, but in the student#39;s case there is no evidence to suggest she was responsible. However, the reality is in previous cases the courts simply asked the two parties to divide the responsibility if there was no evidence to show who should be held responsible. As a result, many will think twice before going to the help of senior citizens. In some previous cases, senior citizens have accused good Samaritans of being the cause of their accidents but were finally proved to have told a lie, yet they got away without being punished. The judges failed to perform their duty because these elderly accusers violated the law. The family of the senior said that if the student did not cause the accident, why did she extend a helping hand and even help pay for the emergency medical care? This is absurd logic, as the woman didn#39;t have enough money on her to cover the cost. Worse, such logic has been used in similar cases to extort money from a good Samaritan. That logic has aly hurt enough good people. /201509/398874

It#39;s a nightly dilemma in many households: A student hits a wall doing homework, and parents are too tired, too busy -- or too mystified -- to help. Ordering up a tutor is becoming as easy for kids as grabbing a late-night snack. Amid rapid growth in companies offering online, on-demand tutoring, students can use a credit card to connect, sometimes in less than a minute, with a live tutor. Such 24/7, no-appointment-needed services can be especially helpful to students with tight budgets or tight time frames or those in remote areas. #39;All of a sudden, the world opens up to them,#39; says Michael Horn, executive director of education for the Clayton Christensen Institute, a San Mateo, Calif., education and health-care think tank. That said, the quality of on-demand scholastic support can be uneven, and the catch-as-catch-can approach to enlisting a tutor may not be best for struggling students who need sustained help. Sessions can bog down on technical glitches, and language barriers can cause problems on sites that rely on tutors from abroad. Prices, ranging from about to an hour (and often prorated to the minute), are cheaper than what many skilled tutors charge in a student#39;s home. And parents and students say the quick homework fix can ease stress and make evenings at home more peaceful. Whenever Peggy Bennett of Dallas tried to help her 13-year-old daughter, Chloe Friedman, with her eighth-grade physics and algebra homework, #39;we#39;d always end up bickering,#39; Ms. Bennett says, with Chloe often objecting that the teacher did it differently. #39;It was a lose-lose situation.#39; Chloe says she was skeptical when her mom helped her sign up last month on Tutor.com, a New York City-based provider of on-demand tutoring. But after she logged on one evening for algebra help, a tutor, identified only by a first name and last initial, responded within a minute. Chloe says she was guided to figure out the answers, using text chat and an interactive #39;whiteboard#39; that displayed their writing and calculations on a shared screen. After hearing nothing but typing for about 10 minutes, Ms. Bennett says she heard Chloe yell from the other room, #39;They told me I did a good job!#39; Ms. Bennett adds, #39;That was all that she needed.#39; Chloe, who takes classes in dance, acting and singing, also uses Tutor.com on her smartphone at the dance studio between classes. She says she recently got help solving a math problem in less than 10 minutes. Ms. Bennett now lets Chloe use her credit card to extend her Tutor.com subscription whenever she needs help. So far, Chloe has spent .99 for up to two hours of tutoring. Tutor.com subscribers pay once a month for time used; unused minutes can be carried to the next month. Most sites enlist moonlighting or retired teachers, college professors or professionals with tutoring experience; most offer scheduled tutoring in addition to on-demand sessions. The most common users are middle- and high-schoolers, and college students taking basic courses. About 95% of the 1,200 tutors available on Bangalore, India-based TutorVista are recruited from India, says C.S. Swaminathan, president of TutorVista, which was recently acquired by the London-based publishing and education company Pearson PLC. Tutoring sessions with its mostly U.S.-based customers are usually held via whiteboard and text chat, to reduce potential language difficulties, Mr. Swaminathan says. Still, students say, language barriers can sometimes slow communication, and grammar glitches can occasionally creep in. Saira Sultan, an Irvine, Calif., college student, says the TutorVista tutors she taps several times a week for help with her English and math courses are pleasant and knowledgeable. She recently uploaded a business letter she had been assigned to write for her English class, and the tutor marked errors in the text and texted instructions on correcting verb tenses, rearranging paragraphs and rephrasing sentences to more smoothly, Ms. Sultan says. The one-on-one edits have helped her learn to write more clearly, she says. The drawback, she says, is that communicating via text chat #39;takes a lot of time.#39; Mr. Swaminathan says TutorVista can provide audio-chat sessions if scheduled in advance. As with in-person tutors, knowledge levels and teaching skills can be uneven. Stephanie Dobbs of Los Angeles says one InstaEDU tutor who responded to her daughter Sarah#39;s request for calculus help #39;didn#39;t know the material at all.#39; But Sarah, who uses the site two to three times a week, says it has so many tutors that switching is easy, and the convenience outweighs any drawbacks. An InstaEDU spokeswoman says on occasion, tutors can halt billing while they figure out the material, or students can be given refunds or a different tutor. James Nickerson agrees that on-demand tutors need winnowing. When he turned to InstaEDU recently to help his 16-year-old daughter Emma with an advanced-Latin class (they couldn#39;t find a skilled Latin tutor in their hometown of Stevens Point, Wis.), he didn#39;t turn Emma loose online. Instead, he sat beside her while she chose a tutor, urging her to bypass a math major who claimed a sideline expertise in Latin in favor of a New York University grad student majoring in classics. He also helped her schedule sessions, to provide continuity with the same tutor. On-demand tutoring is just one of a growing array of online homework-help options. Khan Academy, one prominent example, offers interactive tutorials in addition to educational s. Chegg.com provides answers to homework questions, while crowdsourcing sites such as StudyBlue enable students to share study guides, notes and flashcards. Some school districts pay New York City-based TutaPoint and other online-tutoring sites to provide free access to students; about 2,000 libraries let students use Tutor.com without cost. Free access to tutoring sites can help level the playing field for students from all income groups -- if they provide trained, qualified tutors, conduct background checks and safeguard users#39; security, says Nora Carr, president of the National School Public Relations Association, a professional group. But the sites can also tilt the playing field in favor of kids with plenty of money for tutoring help, creating pressure for other students to have a tutor too. Parents should monitor kids#39; use of the sites and track fees, which #39;can get very expensive very quickly,#39; says Ms. Carr, who is chief of staff of the Guilford County Schools in Greensboro, N.C. Yamini Naidu says online tutoring last year through InstaEDU helped her earn As in advanced-placement classes at her Beaverton, Ore., high school. Now a freshman at Yale University, Ms. Naidu works eight hours a week as an InstaEDU tutor. She says that students who come to sessions with a list of questions or assignments to work on -- and who block out time to concentrate -- benefit most. Text chats occasionally stall, though, if students are distracted or start multitasking; Ms. Naidu tries to re-engage students by asking questions to spark their interest, she says. Bharathy Chummar of Plantation, Fla., turned to the online tutoring site Eduboard last summer to help her 15-year-old son Prajwal research possible science-fair topics. Prajwal had a 45-minute audio and text chat with a tutor, who is also a physician, about an idea involving bacteria. The doctor later sent him a research summary with links to more studies. Online tutors #39;fill a huge gap that can never be filled by parents,#39; Ms. Chummar says. /201404/292063。

Hong Kong#39;s annual bun scramble is big business香港的包子市场是一个大市场Show me the buns! Each May, a sleepy Hong Kong island of just one square mile, Cheung Chau, lights up in excitement as boa tloads of visitors celebrate a traditional holiday — the Bun Festival, featuring tens of thousands of de licious rice flour buns. The week-long celebration gets bigger every year. The bun sacrifice worked, and the island was cleared of maladies. Since then, Cheung Chau has repeated the tradition to bring renewed luck to the quiet beach island, wher e even cars are banned. Festivities culminate in a midnight bun snatch 腊包山),a three-minute race to t he top of a 50-foot tower covered with 9,000 buns — the higher the bun, the greater the fortune. For Kwok, preparation starts a month before when he stockpiles ingredients and hires over a dozen extra helpers. On the face of it, it makes no sense that the international flower industry should be headquartered in the Netherlands. The feeble sunshine and predisposition for a large number of rainy days would not make the Netherlands the first choice for anyone starting a flower-growing business today – if not for the fact that the business, and its integral supply chains, are aly there. This is a huge competitive advantage for a new entrant, who can benefit from such things as the sophisticated Dutch flower auctions, the flower-growers’ associations and advanced research centres. Academic Michael Porter uses this very example to illustrate his cluster theory of trade development, whereby whole supply chains “cluster” together. Another well-known cluster is the auto manufacturing industry in Michigan in the US. Over 50 per cent of North American auto companies are based in Michigan, and 46 of the top 50 global auto suppliers have operations in the state. Further south in the US, around Dalton in Georgia, over 90 per cent of all functional carpets are produced. It is why Dalton is called the “carpet capital of the world”. It’s partly because of the cluster effect that we believe Chinese exports will be sufficiently competitive to ride out the economic slowdown and emerging market uncertainty. Clustering is certainly nothing new to China – regional specialisations have always existed. A few centuries ago, tailors from Cixi (in the Zhejiang sub-provincial city of Ningbo) were known for their skills in clothing manufacturing and even now the area is a major centre for textile manufacturing. However, advanced industrial clusters are a more recent phenomenon. Think of the city of Dongguan in the Pearl River Delta, where a large number of Taiwan technology companies cluster together. Other examples are the photovoltaic industrial cluster in Wuxi (Jiangsu province), electronics in Shenzhen, and Foshan in south China, where household appliances and ceramics clusters have evolved. The emergence of these clusters is changing Asian supply chains. Goods now make fewer stops along the way before final assembly in China. More and more production is taking place on the mainland (including Hong Kong), rather than in other parts of Asia, particularly ASEAN, the 10-member Association of South East Asian Nations. There is further evidence that corroborates this view. As the chart below illustrates, China is making more of the parts that go into its finished goods production. It shows that the share of imported components in China’s total exports has fallen from a peak of 60 per cent in the mid-1990s to around 35 per cent today. This reflects the progressive substitution of domestic inputs for foreign inputs by Chinese firms, possibly because China boasts clusters of highly efficient suppliers that other countries struggle to replicate. Therefore, the common picture of China losing competitiveness and being “hollowed-out” as manufacturers move to lower labour cost geographies such as Vietnam and Bangladesh is not entirely correct. China actually still dominates large parts of the manufacturing food chain. Indeed, we find evidence that it is going upmarket to pursue higher-value-added products and that it is supported in its efforts by having a large number of industrial clusters (it should be noted, however, that even in labour intensive industries such as clothing, China’s share of global clothing exports has actually risen from 42.6 per cent in 2011 to 43.1 per cent in 2013). 43.1%)。So, the fear of Chinese exports losing competitiveness is in our view misplaced. The most compelling question for China and indeed, the global economy, continues to be one of demand. Export growth cannot charge ahead when recovery in much of the world economy remains fragile. Once things get back on track, China has what it takes to continue its dynamic export story. /201509/398207

Be careful of debt. In a rare media interview last week, Asia#39;s richest man said property markets in Hong Kong and China both look overheated, and stressed the importance of financial prudence. #39;We need to be careful about debt, as if we are ting on thin ice,#39; Mr. Li told China#39;s Southern Weekend. #39;We have been buying less land in Hong Kong and China because prices are so high.#39; Real estate has been a leading source of wealth creation in both Hong Kong and China, but Hong Kong developers are much more cautious with credit than their mainland peers. The total debt-to-asset ratio of Hong Kong-based developers―at around 30%―is half that of those on the mainland. In China, developers have been growing fast by buying land using borrowed money, building apartments quickly, and sometimes selling them even before they are completed. But the government#39;s efforts to cool the housing market have slowed sales and price growth, putting that model at risk. #39;Many Chinese companies are borrowing at very high rates and there is no way that they can make this kind of return,#39; said Antonio Huang, head of Asia structured trade and export finance at Banco Santander SA. As money gets tighter, some will inevitably go bust, he said. At Mr. Li#39;s Hutchison Whampoa Ltd., which operates ports, telecommunications and retail businesses, liabilities were 43% of assets as of June 30. Net debt as a percentage of net total capital, the amount by which net assets exceed cash, stood at 20%. By comparison, Dalian Wanda Commercial Properties Co., controlled by China#39;s richest man, Wang Jianlin, had a total debt-to-asset ratio of 76% as of June 30. Its net-debt-to-net-total capital ratio was 38%. 38%。 Mr. Li#39;s empire can afford to take on more debt. His ports, electricity and telecom businesses have relatively low operational risks, and are hardly affected by economic cycles, because people have to have utilities even in a downturn. The companies also generate a lot of cash, which helps pay down debt quickly. Wanda#39;s real-estate business is much more cyclical, because 83% of revenue comes from property sales rather than leasing retail space, which generates a steadier cash flow. The company had negative operating cash flow in the first six months of 2013, requiring it to tap external funding to meet its financial needs and obligations, according to the prospectus of a recent bond offering. Despite tougher economic conditions at home, Wanda has gone on an overseas shopping spree. This year, it paid billion to build London#39;s tallest hotel, and another billion to buy British yacht maker Sunseeker International. Wanda acquired AMC Entertainment Holdings, a U.S. cinema chain, last year for .6 billion. Wanda says its debt ratios aren#39;t high compared with its Chinese peers, and it can sell investment properties to raise money if needed. Sifting through Forbes#39;s list of China#39;s rich, one might notice a pattern of high debt ratios at property developers and conglomerates. Overall, China#39;s corporate debt is high by international standards―127% of gross domestic product compared with an average of 70% in other emerging markets, according to Spanish bank Banco Bilbao Vizcaya Argentaria SA . The fortunes of Chinese billionaires are closely tied to their companies, because most are first-generation entrepreneurs with wealth bound up in the businesses they founded. To mitigate the risks, Chinese billionaires could borrow from the Li Ka-shing playbook. Mr. Li is also on an overseas buying binge, but he has managed to keep debt ratios low. Since the 2008 financial crisis, Cheung Kong Infrastructure Holdings Ltd. has spent more than billion on overseas acquisitions, according to Dealogic. But as Mr. Li invests in European utilities, he is considering an initial public offering of his global retail business, A.S. Watson amp; Co., next year, which some analysts have valued at more than billion. Not all bets by Mr. Li, often referred to as #39;Superman#39; in Hong Kong because of his business prowess, have done well. Hutchison lost billion over seven years because of investments in a high-speed mobile-phone network. But it has been able to absorb those losses because the conglomerate is diversified and debt levels are low. As more Chinese entrepreneurs join the world#39;s billionaire club―China now ranks only behind the U.S. in the number of dollar billionaires, according to Forbes―they should think about protecting their wealth more than growing it aggressively. /201312/267970
